The Science Council of Japan, established in January 1949, comprises 210 members with three-year terms of office representing all fields of science. It acts as the representative of approximately 1,356 academic societies consisting of 730,000 Japanese scientists, both domestically and internationally, for the promotion and permeation of science. The Council is attached to the Ministry of Public Management, Home Affairs, Posts and Telecommunications, but it functions independently. The Government may seek opinions of the Council for important matters of national scientific policies, and the Council has the right to take the initiative in making recommendations to the Government. The Council also conducts such activities as participation in international scientific organizations, sending delegates to important international meetings, despatching delegations to foreign countries for the purpose of bilateral scientific exchanges, and organizing and supporting important international conferences in Japan.
