Food and Agriculture Organization (FAO)

In August 1963 the Director-General of the Food and Agriculture Organization granted ICSU specialized consultative status. FAO participated in the International Biological Programme, particularly in the work of the Sectional Committees on Marine Productivity and Freshwater Productivity. During the course of 1968 an Inter-Secretariat Liaison Group was set up by FAO and the Special Committee for the International Biological Programme (SC-IBP). SC-IBP and FAO were particularly active in drawing attention to the need for the conservation of plant and animal genetic resources. Co-operation with SCOR is especially close, particularly in relation to Studies on the Resources of the Sea.

International Atomic Energy Agency (IAEA)

ICSU was granted consultative status with the International Atomic Energy Agency in January 1960 that has allowed an increasingly close co-operation between the two organizations during the past years. Relations have been established by the Agency with a number of members of the ICSU family on items of mutual interest.

International Telecomunication Union (ITU)

A working agreement was arranged in 1962 between ICSU and the International Radio Consultative Committee (which became the Radiocommunication Bureau in 1993) of the International Telecommunication Union. The relations between the two organizations are established through the ICSU Scientific Committee on Frequency Allocations for Radio Astronomy and Space Science (IUCAF), which participates actively in the World Administrative Radio Conferences (WARC).

UN Educational, Scientific and Cultural Organization (UNESCO)

Immediately on the formation of the United Nations Educational, Scientific and Cultural Organization in 1946, a formal agreement was concluded between ICSU and UNESCO, and later the Executive Board of UNESCO, at its 60th Session (October/November 1961) decided to admit ICSU to Consultative and Associate status (Category A).
From 1947 until 1996, ICSU received a yearly Subvention from UNESCO, the totality of which was always used to support those activities of ICSU bodies which furthered UNESCO’s objectives. This arrangement has now changed.
Following the adoption of the new Directives concerning UNESCO’s relations with non-governmental organizations at the 28th session of its General Conference in November 1995, the Executive Board of UNESCO, at its 149th Session, admitted ICSU into Formal Associate Relations with UNESCO.
In line with this arrangement, ICSU and UNESCO signed a Framework Agreement establishing the general framework of cooperation between the two organizations for the period 1996-2001. In accordance with this Agreement, ICSU agreed to undertake certain tasks contributing to the attainment of both organizations’ objectives. The financial arrangements under this Agreement were governed by annual contracts
from UNESCO.
A second Framework Agreement, covering the period 2002-2007, was authorized by the UNESCO Executive Board at its 162nd session in October 2001. This agreement will cover activities to be carried out in pursuit of the recommendations of the World Conference on Science (Budapest, 1999).

United Nations Environment Programme (UNEP)

Although ICSU does not have a formal agreement with United Nations Environment Programme, the two organizations cooperate closely on a number of projects such as the World Climate Programme, Studies of the Ozone Layer, the SCOPE programme on biogeochemical cycles, the International Satellite Land Surface Climatology Project, the International Geosphere-Biosphere Programme, and the three Global Observation systems (GCOS, GOOS, GTOS).

World Health Organization (WHO)

The Executive Board of the World Health Organization in its thirty-third session (January 1964) admitted ICSU into official relations. The relations between WHO and ICSU relate mainly to problems of toxicity of food and water, the environment, biomedical research, medical geography and genetic experimentation.

World Meteorological Organization (WMO)

A working arrangement between ICSU and the World Meteorological Organization was approved by the Executive Committee of WMO, meeting in Geneva, July 1960, and endorsed by the 2nd Meeting of the Executive Board of ICSU, Lisbon, October 1960. This document sets forth the manner in which the two organizations cooperate and consult with each other on matters of common interest and provides for a system of review so that the original arrangements may be expanded or modified, as necessary.
